PUBLIC SECTOR SUPPLY CHAIN MANAGEMENT
This course seeks to unbundle supply chain management as an important
mechanism in service delivery. Traditionally, supply chain management has been
misunderstood and undervalued in its role to enhance quality services to the
community. Its strategic importance has not been recognised, and it has been
under-capacitated. Participants at attending this course will learn about the missing
link in their supply chain that leads to non-compliance. The course is will provide
understanding of the latest principles and guidelines for supply chain management
in the municipal context as well as the legislative framework which governs
supply chain management within local government.
This course is scheduled for three (3) day contact session combined with practical
workplace experience. This course is conducted through:

- In-house courses for organisations or sectors’
This course is specifically designed for national and provincial departments as well
as public entities:
- Financial managers,
- Finance staff in general,
- Internal auditors, Administrative and logistics personnel,
- Supply chain managers,
- Procurement officials,
- Accountants,
- Line managers, and
- Other role players in the supply chain management chain.
Learners should be competent in:
- Communication at Level 4.
By the end of the course, participants will be able to:
- Identify and describe the elements of a world class supply chain management
system. - Understand the evolution and importance of SCM systems in the Public
Sector. - Explain and apply legislation relating to SCM, in particular the application of
PPPFA. - Describe guidelines and principles that enable the operation of sound SCM.
- Secure and manage supplier contracts.

This is a credit bearing course and aligned to the unit standard (US 119345). The
format of the workshop will be highly interactive, reflective and relevant to
participants. Therefore, the course will involve lectures, Practical exercises, Case
Studies:
- Lectures: approximately 60%
- Practical exercises: Group interaction/ team work on practical exercises and
case studies approximately 40%
Assessment of this module will be both formative and summative. The summative
assessment at the end of the module will test whether the learner can meet the set
standards. Learners will be required to successfully complete a Portfolio of Evidence (POE) which will be assessed and moderated.
After successful completion of the course and assignment the participants will
receive a certificate of competence, which carries 15 credits at NQF level 5.
