COMMITTEES SYSTEM FOR COMPETTIVE BIDS
The purpose of this course is to build capacity of public sector practitioners and bid committee members who serve on bid specification, evaluation and adjudication committees. This course provides provide a lot of practical applications focusing on a problem solving approach that refers to the legislative prescripts. It also provides an essential guide to all Bid adjudication, evaluation and awarding processes. Participants attending the course will be efficient and effective in the bid process minimising corrupt practices in their organisation.
This course is scheduled for three (3) day contact session combined with practical
workplace experience. This course is conducted through:
- Regular scheduled public courses
- In-house courses for organisations or sectors’
This programme is designed for the public sector and is aimed at:
- Supply chain management practitioners;
- Senior Managers;
- Managers;
- Accounting Officers;
- End users who operate in cross functional teams; and
- Specialists in specific fields who are members of bid committees.
Learners should be competent in:
- Communication at Level 4.
- Mathematical literacy at Level 4.
The specific outcomes targeted in this course are as follows:
- Identify the role players in the bid committee system with reference to their
roles, impact and relevance on the committees. - Give an indication of how each legislation and/or prescript regulates the
decision making of a committee. - Explain the rationale for a Code of Conduct with reference to the benefits and
consequences in cases of abuse. - Prepare a bid invitation to meet predetermined criteria.
- Assess the standard bidding documents for completeness against mandatory
criteria - Be able to compile a resolution to the relevant approval authorities supporting
the findings of the Bid Adjudication Committee

Module 5: Bid specifications committee for professional services
Module 6: Bid evaluation committee
Module 7: Bid Adjudication committee
This is a credit bearing course and aligned to the unit standard (US 119345). The
format of the workshop will be highly interactive, reflective and relevant to
participants. Therefore, the course will involve lectures, Practical exercises, Case
Studies:
- Lectures: approximately 60%
- Practical exercises: Group interaction/ team work on practical exercises and
case studies approximately 40%
Assessment of this module will be both formative and summative. The summative
assessment at the end of the module will test whether the learner can meet the set
standards. Learners will be required to successfully complete a Portfolio of Evidence (POE) which will be assessed and moderated. Delegate workbook, case studies, exercises, refreshments and lunch
After successful completion of the course and assignment the participants will
receive a certificate of competence, which carries 15 credits at NQF level 5.
